The waterfall is a mesh using a translucent material with a water normal map which is used to generate some little foams. A distorted noise is used in order to generate the top and bottom foams which are then merged with the little foams generated by the normals.
Top and bottom foams are also used for displacement.
The Base color uses 2 colors with a Fresnel in order to have a color and a kind of reflective color. A third color is added with a Depth Fade node to have some side color on the border of the waterfall. Then a 4th color uses foams as mask to choose the foams color. Finally a 5th color can be used as emissive to add some ambient light color to the water.
The opacity also uses the Fresnel and Depth Fade as mask to have some variation.
The specular and roughness uses foams as mask.
Finally I use a plane for swirls and rounded plane for ripples with each their material.
